Procurement Executive (EO)

 

The Medical Council is recruiting for a Procurement Executive with responsibility for supporting all aspects of the procurement of goods and services in line with organisational-level policies and public procurement legislation. The role sits within the Directorate of Finance & IT. The role will report directly to the Head of Purchasing and Procurement.

 

The Procurement Officer will work the Head of Procurement and Purchasing in developing and implementing procurement policy and strategy, coordinating procurement practices to ensure compliance, minimise risk and maximising savings and benefits available to Medical Council procurement activities. 

 

The Procurement Officer will be the primary point of contact and liaison with other departments or directorates in relation to all operational matters for Procurement Services. 

 

Key responsibilities will include:

  • Main point of contact for all procurement queries (internal & external).
  • Collate all required procurement information required for financial audit processes.
  • Have up to date knowledge of relevant public procurement legislation, guidance and circulars

       Maintain the Registers of Procurement and Register of Contracts

  • Manage all logs and actions related to procurement activity 
  • Responsible for buying of purchase order requests
  • Monthly review and reconciliation of purchase order listing
  • Maintain and update purchase order systems, e-tendering systems, Office of Government Procurement systems and relevant documentation
  • Manage supplier queries in relation to invoicing, contracts, purchase orders and the delivery of goods and services 

       Develop and maintain standard documentation and templates for use in procurement process

  • Support the Head of Purchasing and Procurement, and Senior management team in completing tender documentation
  • Assist with training staff across the Medical Council in procurement policies, procedures and practices
  • Ensure compliance, cost savings and performance measures are established, tracked and achieved.
  • Support the Head of Purchasing and Procurement in driving continuous improvements in procurement while supporting day-to-day operations
  • Complete other ad-hoc duties & responsibilities as required in supporting the Head of Procurement and Purchasing as required.


Essential Criteria:

      A minimum qualification requirement is that the applicant holds a Leaving Certificate or equivalent educational training qualification. 

  • Strong MS Office and MS Excel skills.

 

Desirable Criteria:

      1 year experience in a procurement (or related field) role is desirable

  • Knowledge of Public Spending Code.
  • Knowledge of OGP Public Procurement Guidelines for Goods And Services and relevant Government Circulars;
  • Experience working with the eTenders and OJEU websites

      Experience working with SAP Business One or other similar with purchasing systems

      Third level qualification

Salary: Starting salary will be at €36,044, which is the first point of the Executive Officer PayScale.


If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary. 

There will be salary increment each year in line with the Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Annual Leave: 23 working days plus public holidays

Hours: 35 hours per week, Mon-Fri.

 

Location: The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2. We operate a hybrid working model with both remote working and a current requirement for on-site attendance two days per week.

 

Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
