Service Manager - Highways

Big Ant are proud to be working along side our valued client to support in the search for their next Service Manager for the Highways department ( Asset & Traffic)

This person will be accountable for the delivery of Highway Asset and Traffic Management function across Torbay.

This role will deliver transformation, ensuring the sustainable delivery of an effective, efficient and compliant service whilst working within allocated budgets.

The right person must have proven leadership skills and can deliver a customer first service approach at a senior level.

Key Duties & experience

  • Day to day decision maker to ensure a smooth delivery of the Highways Asset & Traffic Management.
  • Review & Develop strategies and policies to align working practices in line with legislation.
  • To lead the preparation of highways maintenance programmes on Torbay highway network.
  • To lead on the enforcement of the Highways Act.
  • Responsibility for the overall management of the coordination of works around Torbay’s highway network including management of the Streetworks Coordination service. To lead on appropriate measures to improve safety on Torbay’s Highway Network including Road Safety Engineering and Collision reduction initiatives.

Key Skills and qualifications

  • Effective leadership skills in order to lead, manage and motivate, enabling a demonstrable and successful team working ethos that fosters employee engagement
  • Budget management – able to control operational budgets and deliver efficiencies
  • Proven knowledge and understanding of the Statutory duties of a highway authority with respect to maintaining a safe and compliant highway network
  • Practical knowledge and understanding of legislative and statutory obligations which affects the Highways Asset Management service.
  • Experience of working at a professional level in highways engineering and road safety engineering.

Qualifications needed

  • Proven experience of successful delivery of complex projects. Qualified to degree level (or equivalent) in a related discipline.
  • Professional Qualification in Civil Engineering, Highways or Transportation.
  • Membership of relevant professional body (ICE, CIHT, IHE or equivalent).
