Our client is looking for an experienced Temporary Accommodation Move On Officer.

The cost of living crisis is currently affecting the lives of ordinary people across the UK. The cost of everyday essentials like groceries and bills are rising much faster than average household incomes which is putting people at risk of financial difficulties and threatens people’s abilities to manage their day to day living expenses. It is the lowest income households who are disproportionately affected by this and are most vulnerable to falling into financial hardship. This is accentuating existing rates of poverty in Hackney, underpinned by a housing crisis in the borough.

Hackney Money Hub has been created to both directly support our residents to respond to the challenge of the rising cost of living and to support other frontline staff to help residents they are working with.

The overarching intention is to secure settled accommodation for individuals and families in temporary accommodation, by tackling the rent arrears and/ or other financial barriers that prevent residents from “moving on”. 

The Temporary Accommodation Move On (TAMO) officer will join the Hackney Money Hub team specifically to support individuals and families in temporary accommodation (TA) who have fallen into arrears. The intention is that, through support from the TAMO officer, individuals and families in TA will maximise their income, increase their money management skills, start managing their arrears and, ideally, come to an arrears repayment arrangement. The TAMO officer will provide holistic support through money management advice and guidance, income maximisation, including benefits claims, and one off financial support, such as Discretionary Housing Payment. Combined, these actions will allow them to secure settled accommodation.

MAIN AREAS OF RESPONSIBILITY

Support residents in temporary accommodation

  • Work with individuals and families in temporary accommodation, who are ineligible to bid for social lettings due to arrears. We expect this will take a relational approach, where you will build engagement with the resident and provide holistic support.

  • Ensure that individuals and families in temporary accommodation have maximised their income and achieved the maximum possible entitlement to welfare benefits through providing them with appropriate benefits advice and support

  • Support individuals and families in temporary accommodation who have built up chronic and unaffordable levels of debt, by working collaboratively with them to ensure they receive appropriate independent debt advice from debt advice agencies 

  • Where appropriate, you will set up affordable arrears payment arrangements with the resident.

Arrange or make payments

  • Where relevant, you may arrange a Discretionary Housing Payment to help these tenants clear arrears and move on into sustainable tenancies. Money Hub expert officers are able to assist in this process.
  • You will be aware of the entitlement requirements for disability benefits, including PIP and Attendance Allowance, and may help disabled TA residents apply for them, as well as providing support with mandatory reconsiderations and disability benefit tribunals . Money Hub expert officers are able to assist in this process.
  • You may need to deal with urgent Discretionary Housing Payment applications from individuals in Temporary Accommodation who have significant shortfalls between rent and Housing Benefit - working with the resident to engineer behaviour change and better money management.
