About the team

Ofcom’s People & Culture team is organised into People Services, Centres of Excellence and the Business Partner team. Each of Ofcom’s groups have a Business Partner, with the Head of the team responsible for their delivery.

The purpose and scope of the role

This 12-month maternity position of The Head of People Business Partnering is a key strategic role in our P&C function. Responsible for overseeing all business partner work across the whole organisation, and in multiple locations.

The Head of People Business Partnering role is critical in ensuring that both standard processes and change initiatives land effectively in the organisation – through strong relationships and partnering with colleagues both in P&C and across our corporate functions.

Your Key Responsibilities

Our business partners are responsible for ensuring that Group Directors and their management teams are supported in their day-to-day leadership of their groups and help to develop clear People Plans which are aligned to Ofcom’s overall strategy and plan.

  • Guide the business partners in their roles, ensuring people priorities are understood, supported, and aligned with the wider organisation’s strategy.
  • Workforce planning: Develop and implement group workforce plans.
  • Strategic guidance: Formulate plans, strategies, and priorities for the BP team, ensuring alignment with the broader Ofcom strategy.
  • Organisational design: Lead on complex organisational design and culture change priorities across the organisation with the group business partner.
  • Strategic understanding: Thoroughly understand the organisational strategy, operational work, and priorities, and proactively identify associated people implications and opportunities for improvement.
  • Act as a coach to Group Directors and management teams, providing support, challenge, and feedback on their leadership style and impact in line with our values.
  • Manage group expectations and demands of the business partner team, prioritising work to meet organisational objectives.
  • Barrier identification: Identify barriers that prevent the organisation from operating effectively and implement strategies to address these.
  • Build, establish, and maintain strong relationships with a variety of senior stakeholders.
  • Finance partnership: Ensure a strong and collaborative working partnership with finance in delivering all P&C activities.
  • Embed best practice diversity and inclusion considerations in all people activities in the groups.
  • Support key people processes and the employee operational life cycle, ensuring a consistent and high-quality experience in all P&C activities.
  • Champion a culture of continuous improvement, high quality, and customer service in all P&C activities.
  • Provide support as required by the People and Culture Director.
  • Assist the P&C Director and ER teams with senior and complex ER cases.
  • Be an active member of the P&C leadership team, representing the organisation’s voice in P&C leadership and strategy.

The skills, knowledge and experience you’ll need for success

  • Experience in change management and project management including organisational restructuring, diversity and inclusion, policy formulation and planning, strengths-based approaches and culture change programmes.
  • Leadership: Proven track record of the management (including management of pay and performance) of a team of skilled senior professionals, and planning for the teams’ future needs and operations.
  • Excellent line management, feedback, and coaching skills.
  • Building Solutions: Able to effectively problem solve, filter, prioritise, analyse and validate potentially complex information and data
  • Commercial Acumen : High levels of commercial and business acumen, including using data to be able to influence decisions and being able to deliver solutions in line with Ofcom values
  • Forming Relationships: Evidence of excellent interpersonal and stakeholder management skills: building, strengthening, and influencing relationships at all levels of the organisation, challenging decisions where necessary and with the ability to coach and influence Directors in people issues and the wider people agenda.
  • Experience partnering at a Senior Executive level.

Qualifications

  • CIPD qualification preferable, (Masters or Fellow level membership in particular) but not mandatory.
