We are currently recruiting for a local authority who are actively seeking an Interim Strategic Procurement Manager on a 3 - 6 month contract. Our client is well respected local council who have committed to providing value for money services to the residents in their area and are looking for an experienced candidate who has lead procurement teams or been the procurement lead ideally within a Council background. 

The succesful applicant must be MCIPS qualified and have proven experience of being effective in their previous positions. 

Your duties will include the below: 

Lead officer for the management of all procurement processes to ensure the highest standards of professional practice, including:

  • Creation of contract terms and conditions
  • Advising on specifications
  • Design and creation of tender documentation
  • Management of communication between suppliers and Officers
  • Development of procurement options
  • Facilitate tender evaluation meetings ensuring best practice id followed
  • Responsible for ensuring contract is completed and recorded on the Corporate Contracts Register

Lead, develop and facilitate external networks, including attending appropriate meetings, to build relationships with other local authorities and external agencies, in order to identify areas of best practice, allow continuous learning and to identify opportunities for joint working and collaborative procurements

Drive compliance and proactively resolve challenges related to compliance

Responsible for the management of the Councils’ purchasing system

Write and maintain procedure notes for the Procurement function, ensuring all agreed Audit recommendations are followed

Keep abreast of changes in legislation and update Standing Orders, leading on the implementation of new legislative requirements to ensure the Councils are complaint

Review the Councils’ Procurement Strategy on a regular basis to ensure compliance with the National Procurement Strategy

Responsible for the development and maintenance of the procurement presence on the Councils’ intranets, websites, and wider internet with regards to tenders, policies, processes, templates etc

Manage the procurement function, including the Procurement Officer.
