Design Coordinator

Overview:
To provide the overall management and execution of the larger-scale on-site asset maintenance activities across their estate in the North West of England. This includes the provision and management of supplementary engineering services to manage and deliver diverse works, including the provision of a first-generation helpdesk. They intend to optimise the operation of their water, wastewater and energy production for effective and efficient management of their end-to-end system.

We are delivering an Engineering & Design service from our Manchester Engineering office and integrating designs from appropriate sources including our supply chain, specialist design providers and resource support from our selected design houses where required.

We are looking for the right candidate to support the Framework Design Manager in coordination of design across the whole of the framework to ensure our statutory duties, obligations under the contract and client standards are met in an effective, efficient and continuously improving service delivering best value incorporating external best practice, innovation and where appropriate technology.

What you will be doing
Working from home, client offices (Lingley Mere/Northern Hub) and Clients Aviator Way offices, and attending sites & design offices across the service area.
Supporting & administering the framework Design Management function as a service to the ‘cradle to grave’ Project Managers, including helping to define design scope, parameters and constraints with client stakeholders.
Advising on and implementing design strategies for programmes and projects, including advising on the appointment of designers which will include clients in-house resources, external consultants, specialists and design and build contractors across a multitude of design disciplines.
Administering the design management processes, procedures & governance across the MSP contract.
Work with the MSP leads within the Lingley Mere office, Northern Hub and other key contacts to assist collating and planning resource demand for engineering and design resource forecasting to optimise utilisation
Point of contact with IHE to monitor performance and progress management of the clients design teams
Design package management of design commissions to ensure delivery to programme, budget and quality; providing the primary interface with the work package delivery teams.
Supporting a culture of safe, buildable, easily commissioned and operable design solutions through administration of suitable design review processes including HAZOP, ALM, and Eliminating Harm.
Monitor compliance with UU technical standards; raising and pursuing challenge where opportunities for efficiency are identified.
Monitoring & facilitating adherence of design to MSP design approvals process/workflow, providing input and support into the MSP and Customer governance process as required
Guiding designers to an appropriate commercial focus with a high level of challenge on project scope and optimal design whilst identifying and mitigating waste and ensuring value for money solutions on a Lowest Whole Life Cost, technically compliant bases. Seeking opportunities to offer client better value through agreed standard deviations
Engaging with relevant stakeholders within MSP or Customer for support to key solutions and their potential impacts
Contributing to consistent and reliable reporting of project/works performance into the MSP systems to create a single version of the truth
Reviewing and contributing to the management of change where it affects design.
Supporting the MSP team in mitigating key project and programme risks; identifying blockers/issues and contributing to developing solutions to resolve them.
Working closely with colleagues and stakeholders to ensure efficient use of design resources, identifying & implementing design efficiencies and ensuring customer satisfaction.
Supporting continuous improvement using metrics, external best practice, innovation and technology.
Supporting development of systems for efficiency for example review and improvement of design runways and appropriate process and governance.
Supporting initiatives for customers ambition to move from reactive to proactive maintenance.

Responsible for:
Supporting Framework compliance to the CDM Principal Designer role.
Supporting project delivery teams in defining extent of design scope, constraints, parameters and agreeing design deliverables as part of project delivery strategy.
Provide point of challenge on validating commercial strategy and maximise efficiency for design
Provide design related support, challenge, innovation & solutions to framework wide management issues
Supporting project adherence to Technical Governance, Design Management (or MSP equivalent governance) gate compliance
Challenging designers on adherence to customer standards and procedures (or departures from, where relevant)
Arranging Design Reviews & Technical Assurance Reviews
Support accurate capture & reporting of Design data and KPIs for monitoring, review and challenge, leading to proactive management of design.
Integration of clients, third party consultant and supply chain design
Contribution to management of project risk and opportunity wrt design alongside the project delivery teams
Implementation and support continuous development of framework design processes, including Design Management Handbook and assisting the implementation of framework BIM strategy
Providing guidance to project designers on day to day project related issues as well as personal development
100% SHEQ compliance for design
Facilitate designers working in close collaboration with colleague’s, teams and clients forming supportive and positive, open relationships.
Supporting clients and customers net-zero/Carbon agendas.

Capability:
Understanding of the importance of the customer and how to minimise and enhance the impact our solutions and designs have, ensuring their needs are accounted for in the delivery of every scheme and future operation.
Strong People and Collaboration skills
Technical understanding of Water and Waste water Processes and Asset types.
Commercial and Contractual appreciation to support the required commercial outcomes
Good problem-solving skills, able to provide efficient, effective solutions
Proactive and able to prioritise and reprioritise tasks
Good understanding of a project lifecycle including commissioning, & operation/maintenance.
Experience and knowledge of CDM (2015) Regulations
Flexible to develop and improve own role for positive impact
Inquisitive with a passion for best in class performance

Skills / Qualifications:
HNC / HND or degree in relevant engineering discipline, Progressing towards a Chartered professional review with relevant chartered body, Driving Licence, 3 Years+ Design Coordination experience preferably in the Water Industry in a Mechanical, Electrical ICA or Civils discipline either in a maintenance, design or capital delivery role or preferably a mix of two or three
