The Ministry of Defence (MOD) is a central government department with a mission to protect our country and provide the ultimate guarantee of its security and independence, as well as helping to protect its values and interests abroad.

The FBP is the finance expert who ensures that the associated financial and economic implications are considered to protect and drive value. They maintain strong relationships with senior and wider stakeholders, bring insight and influence through effective communication, and ensure Finance is considered in delivering against strategic plans and objectives.
As a Finance Business Partner - (Inside IR35), your main responsibilities will be:
Building effective stakeholder engagement
- Building successful partnerships and maintaining relationships with both business leadership and wider stakeholders.
- Developing confidence and trust in the ability of finance to support business needs.
- Steering and influencing senior leadership to make informed decisions that balance short term priorities (e.g., in year efficiencies) with longer-term sustainability.
- Acting as the first finance contact for issues and queries raised by the business where there is no clear solution pathway in place or if a rapid resolution can be provided.
- Supporting the business to deliver their outcomes.
- Working collaboratively with the business and other functions to enable the delivery of business plans and objectives.
- Communicating with impact and providing insight including financial and wider business implications.
- Identifying and communicating potential opportunities and risks to enable business leadership to make informed decisions around investments, change and continuous improvements.
- Demonstrating flexibility in undertaking duties unique to the needs of the business area and supporting the business to resolve complex problems.
Driving financial performance
- Driving financial performance against agreed targets working with stakeholders.
- Developing an understanding of drivers behind key variations and work with the business to identify remedial actions, risks, and opportunities.
- Providing insight to the Business, Finance Leadership Team and wider Finance teams
- Utilising intelligent analysis of complex financial information, considering the implications of common themes, understanding linkages and dependencies to provide authoritative advice and insight to influence and challenge senior leaders.
- Maintaining a strategic understanding of the overall financial position of the organisation and business areas. Anticipating and responding to changes in the business, helping develop solutions to high-risk areas of activity.
- Reviewing and confirming the consolidated financial position at various levels within the organisation. Conduct Finance Business Partner reviews to inform a draft of commentary on the financial position
Providing constructive challenge, scrutiny, insight, and analysis
- To the Business/Budget Holders on their financial plans and programmes to ensure ambitions are sustainable, aligned to strategy, maximise value for money and are linked to benefits
- Input into the development of business cases, investment appraisals and proposals identifying and highlighting any potential issues
- Undertaking scrutiny of business cases Category D and Category C to ensure that cases provide value for money, consider the wider corporate impact (e.g. legal, commercial) and through-life implications ensuring a robust risk assessment is undertaken.
- Acting as the bridge between the business and the rest of finance
- Engaging with the wider business and drawing on the required support from the finance function.
- Working collaboratively with Finance teams and other functions to ensure that senior leadership have the right information and advice
Continuous Improvement
- Proactively identifying opportunities for continuous improvement in the service finance provided by engaging with the Business to prioritise those changes that could add most value.
- Looking forward and using financial, operational performance and economic data to deliver insight that both drives and facilitates change and continuous improvement.
- Delivering improvements in financial awareness and acumen across their business areas.
- Leading the input and support to significant change programmes, where there is an impact to how your team will provide their services.
Leading your team
- Setting the direction, empowering, inspiring, motivating, and coaching team members to enable effective delivery of objectives and supporting individual's personal development and careers.
- Creating a culture of being open to challenge and new ideas and building a supportive team environment, role modelling and encouraging making time for personal development and sharing of knowledge and experience.
- Undertaking all important decisions affecting management of their area of responsibility. Decisions may be complex, involving a wide range of options, and these must be defendable, including in areas of deep controversy.
Essential:
- DV Clearance
- Fully qualified Chartered Accountant
- Commercial Acumen
- Experience of MOD rules for Finance
- Significant experience and skills in commercial negotiation and international engagement.
