Job Description

Service Care Solutions are recruiting on behalf of a Local Authority in Somerset for a Head of Strategic Finance to join the team on a temporary basis. The Head of Strategic Finance is responsible for providing high-quality financial, strategic accounting advice to major services within the Council. They are responsible for the financial health of the Local Authority, working closely with the Service Director Finance & Procurement to ensure the development of the financial strategy, assessing investments, and ensuring legal and regulatory compliance.

Main responsibilities

• Leadership and Team Development:
  • Provide clear leadership to deliver strategic priorities and financial targets as a member of the Senior Leadership Team.
  • Lead and develop the Strategic Finance Team, fostering a culture of continuous improvement, diversity, and high employee engagement.
• Strategic Financial Management:
  • Lead and coordinate financial strategy, including budget setting, budget monitoring, and tax setting.
  • Ensure compliance with financial regulations and best practices and provide strategic financial advice and analysis to support data-driven decision making.
• Governance and Compliance:
  • Ensure necessary governance arrangements and reporting structures are in place for strategic finance.
  • Maintain compliance with statutory or regulatory duties and uphold standards of best practice across financial activities.
• Capital and Investment Management:
  • Oversee the Council's capital programme, investment portfolio, and treasury management activities.
  • Ensure effective management of investments to achieve returns, manage risks, and support the Council's long-term financial goals.

Candidate Requirements

• Fully qualified Accountant (CCAB or equivalent) with significant post-qualification experience in complex organisations.
• Extensive knowledge of local government finance, including detailed understanding of local government funding and pensions.
• Proven track record of making significant positive impacts through system and process improvements.
• Experience in strategic management and leadership across organisational functions, directing substantial resources over long-time frames.
• Demonstrated ability to work with and influence stakeholders and partners, providing leadership regarding work-related systems, processes, and challenges.
