Technical Programme Manager

Edinburgh - Hybrid, 50% home/office based

Offering: Up to £120,000 + up to 20% bonus

As a Technical Programme Manager, you will be the single point of contact within a programme or portfolio and a representative within the change organisation. You will manage technology components and be integral in a Policy Administration System (PAC) migration, working closely with technical architects and be accountable for deliverables.

Responsibilities:

  •  Define goals for change initiatives in alignment with the strategic objectives.
  • Oversee and lead the technical elements of programmes from ideation through to completion, managing digital products, projects, and programmes. This includes planning, execution, and tracking scope, financials, and schedule.
  • Assist senior leaders in executing transformation programmes by ensuring clear ownership, measurable outcomes, and defined timing.
  • Resolve issues and escalate risks and interdependencies to ensure strategic initiatives deliver promised benefits. Manage dependencies across products and projects to ensure solution integrity and robustness.
  • Prepare executive-level materials and act as a liaison between function and technology teams to provide transparency around planning and progress up to the executive level.

Experience:

  • Seasoned technical and project manager experience, with knowledge in running technology programmes or technology-enabled change programmes, ideally in a global insurance, financial services, or consulting environment.
  • Thorough understanding of programme/project management techniques and methods. This includes managing plans, reporting, communications, meeting facilitation, content creation, risks, dependencies, finances, and resourcing in a highly dynamic environment.
  • Effective at building consensus and influencing functional and IT leaders and other stakeholders. Confident in conflict resolution and negotiation.
  • Experience leading a technical/software development programme, with the ability to articulate risks and manage dependencies across all organisational levels.
  • Solid understanding or hands-on experience in software development, managing change initiatives using waterfall, agile, and hybrid delivery methods.
