Based in Cambridgeshire, this role is crucial to the economic wellbeing of the region by ensuring efficient and effective delivery of a diverse range of transport projects.



Key Responsibilities:

  • Leading the Project Delivery Highways Service team to ensure effective delivery of transport infrastructure projects
  • Providing engineering expertise in project and programme management, procurement, community engagement, and transport planning
  • Preparing detailed technical reports, ensuring clarity and engagement with stakeholders
  • Managing project delivery to ensure objectives are met within time and budget constraints
  • Developing efficient processes for project review and progress reporting
  • Implementing robust programmes with appropriate change control processes
  • Engaging and coordinating with various stakeholder groups, including Parish and District Councils, resident groups, and businesses
  • Supporting the Project Team Leader in delivering Council and Directorate objectives through strategic service planning and resource management


Job Requirements:

  • Experience in leading the development, planning, and implementation of transport infrastructure projects
  • Strong knowledge of technical and contractual requirements related to scheme development, construction, and maintenance
  • Proficient in budget management, including experience in local government finance
  • Proven ability to engage with elected politicians to align project outcomes with political priorities
  • Excellent negotiation skills and the ability to build effective working relationships with senior staff and external organisations
  • Experience in navigating statutory legal processes and land negotiation
  • Skilled in using Project Management Software, such as MS Project
  • A relevant degree or extensive experience in Civil Engineering


Additional Responsibilities:

  • Managing the technical approval of highway service projects, considering design, procurement, and customer consultation
  • Developing strategies to mitigate risks and reduce environmental impact
  • Ensuring compliance with health and safety regulations throughout project delivery
  • Working with partners such as Highways England and Network Rail to deliver comprehensive infrastructure projects
  • Maintaining clear communication with the public, stakeholders, and the media regarding project progress
  • Fostering a culture of empowerment and continuous improvement within the team
