Primary Purpose

The primary purpose of the role is to ensure the effective management of the Bicton Campus. The role is to oversee and manage the day to day running of the support services, This is a key role in ensuring that the Cornwall College Group provides attractive and safe spaces for learners, staff, visitors and tenants. Based at our Bicton College campus in East Devon, we are looking for an experienced individual to supervise the Campus Services team to provide maintenance support and operational duties. The position will involve managing general maintenance and works to college buildings, services and estate in general. Other duties will include planning preventative maintenance, and carrying out statutory tasks as befitting to the role. Supervisory duties will include identifying jobs and delegating tasks to the team, overseeing contractors on site, completing risk assessments and more.

Specific Duties

1. To ensure the necessary documentation around statutory and mandatory compliance is completed accurately to meet college standards and external agencies.

2. To supervise and support the estates manager on managing building projects as and when they occur at Bicton.

3. Manage the maintenance technicians to undertake repair and refurbishment work around the campuses. This will include co-ordinating and prioritising work requests for day to day repairs as well as scheduled larger projects, estimating and ordering, materials, plant hire and equipment as required.

4. To ensure all compliance tasks and records are kept up to date using the college CAFM software.

5. To ensure all Risk Assessments, Method Statements and COSHH Assessments are completed in accordance with the role.

6. Carry out performance management reviews of staff.

7. Manage the caretaking team in the following areas:

  • Collecting, sorting and managing waste and recycling around the campus for proper disposal including managing waste contractors
  • Collecting, distributing and managing post, parcels and deliveries around the site and with wider post and parcel logistics suppliers.
  • Moving of furniture within rooms to form layouts for exams, events or other requirements for key college activities
  • Moving of furniture and equipment around sites and between sites to assist with departmental moves and other changes in accommodation or teaching requirements.
  • Locking and unlocking premises for day to day activity and for additional evening and weekend events including the setting of alarms and where required monitoring of security cameras and systems. To include management of alarms, CCTV and security patrol contractors
  • Testing, inspection and record keeping of Fire alarms and emergency lights and reporting defects found. To include record keeping and management of repairs and maintenance.
  • Testing, inspection and record keeping of other installations and safety equipment to include Asbestos, Legionella, Radon, ladder records, PAT testing and fixed wiring.

8. To organise and supervise routine fire drills and assisting with evacuation procedures in the event of an alarm.

9. To assist in the management of vehicles and delivery of vehicles to sites or service agents as required.

10. To manage traffic movement and parking around the site including student transport.

11. To participate in an out of hours response rota for emergencies (time off in lieu will be awarded)

12. To assist with any College emergency

13. To undertake staff appraisal using the College electronic system for Site Services staff and participate in the appraisal system.

14. To carry out necessary first aid in case of an emergency and complete accident report forms. To make sure every action is taken to prevent recurrence.

Other Duties

The manager will be expected to be on the emergency cover list for sites and this may involve working daytime, evening or weekend shifts to cover holiday and sickness. The manager may also be required to run essential college marketing activities outside of daytime hours and to mentor/observe evening activities to ensure their smooth operation.

The Post Holder may be required to perform duties other than those given in the Job Description for the post. The particular duties and responsibilities attached to posts may vary from time to time without changing the general character of the duties or the level of responsibility entailed.

Personal Specification

Essential:

  • Have a good standard of numeracy, literacy and IT skills (level 2 Minimum) • Have experience of managing people and budgets
  • Have experience of managing small building projects and Re-purposing existing accommodation.

  • Have a good understanding of National Minimum Standards for Further Education residential accommodation.
  • Have a good understanding of Health & Safety in the field of facilities management and maintenance.
  • Be a good record keeper in paper and electronic formats
  • Be adaptable and willing to undertake a variety of duties
  • Be able to work as part of a team or individually
  • Be able to work flexibly across Bicton, Stoke Climsland, St Mellion and Sisna Park Plymouth and any other small sites within the Area.

Qualifications

  • Full driving licence holder
  • A recognised qualification in Facilities Management or associated industry or be willing to complete a similar qualification.
  • Relevant Health and Safety qualification

Desirable

  • Experience of working at a management level and in a pressurised environment
  • Experience of being in charge of a team and line managing operational activities
  • Experience of facilities management ideally in a College Environment.
