HMRC is made up of Customer Groups which work independently towards one common goal. Our role sits within HMRC’s Chief Digital & Information Office (CDIO) Group that delivers in-house solutions for a broad range of technical and operational issues. CDIO is HMRC’s Digital and Technology function, ensuring HMRC has the IT systems and processes to run and deliver its services. 

Sitting within the Financial Management division within CDIO’s Finance Directorate, Deputy Finance Business Partners play a key role in delivering outstanding financial services to CDIO leaders, influencing decision-making and outcomes through strong financial management.

Job description

Deputy Finance Business Partners work closely with Finance Business Partners, Management Accountants and with other CDIO Finance divisions to provide dedicated financial services to one or more CDIO directors and their senior teams. 

The role requires strong communication skills as well as planning, reporting and analysis skills. Deputy Finance Business Partners and Management Accountants have different but complementary, mutually beneficial roles and work together in partnership, with each using the outputs of the other to contribute for the rest of the finance function and for the wider CDIO business. 

Overview of Finance Business Partnering & Management Accounting 

Finance Business Partnering 

  • being responsible for financial outputs and delivering financial decision support
  • providing advice on strategic outcomes
  • integrating finance with decision making
  • embedding governance assurance and controls
  • acting as a critical friend

Management Accounting 

  • recognised and respected for subject matter expertise
  • providing systems management and ledger control
  • bringing value adding intelligent analytics
  • delivering in-year financial planning and budgeting
  • telling the story through insightful management reporting

Person specification

The Deputy Finance Business Partner will: 

  • Deliver financial support to CDIO budget holders and Finance Business Partners (FBPs).
  • Act as a critical friend and independent financial advisor to CDIO stakeholders, challenging plans and assumptions where appropriate.
  • Proactively monitor CDIO in-year expenditure, forecasts, financial plans, risks and opportunities.
  • Build insight based on financial data and reports, feeding into FBP and stakeholders to act upon.
  • Oversee cost models for expenditure, commercial activity, business cases and planning across area of responsibility.
  • Lead on regular and ad-hoc financial commissions, ensuring through analysis and presentation of data/information.
  • Follow and control mechanisms to ensure effective financial controls are maintained.
  • Build knowledge and understanding of commercial landscape and IT roadmap.
  • Work closely with and provide proactive coaching and guidance to Management Accountants.
  • Deputise for Finance Business Partner as required.

Essential Criteria:

The successful candidate will need: 

  • Previous experience of working in a finance function/environment.
  • Strong interpersonal and communication skills with the ability to build and maintain strong working relationship with stakeholders and colleagues.
  • Ability to prioritise the differing needs of a range of stakeholders and be able to influence decisions and actions to drive efficiencies.
  • Strong analytical skills with the ability to turn data into insight.
  • Competence in Excel and ability to continually review and improve processes.
