Spencer Clarke Group are seeking a Benefits and Homeless Prevention - Strategic Commissioner for a Local Authority Client based in East London.



In this role, you will lead the strategic commissioning of services to prevent homelessness, drive market development initiatives, and ensure high-quality support for vulnerable residents at risk of homelessness or rough sleeping.



About the role:
You will be tasked with delivering key strategic objectives:

  • Develop and implement commissioning strategies aligned with local and national homelessness prevention policies.
  • Spearhead market development strategies with service providers to enhance support for individuals at risk of homelessness.
  • Engage with public, private, and voluntary sector partners to foster effective collaboration and address complex issues in homelessness prevention.
  • Oversee budget management for commissioned services, ensuring value for money and alignment with corporate savings targets.
  • Prepare comprehensive reports and briefings for senior management and elected officials on commissioned services and outcomes.

About you:
The successful candidate will have the following skills / experience:

  • At least four years of experience in a commissioning role or equivalent in adult social care, housing, homelessness, or health services.
  • Proven experience in managing a team across various grades and employment statuses, including dealing with employee relations issues.
  • Extensive knowledge of homelessness and allocations legislation and related policies, as well as Housing and Council Tax Benefit legislation.
  • Experience in developing and implementing strategic commissioning and procurement plans, including needs analysis and setting quality standards.
  • Experience in engaging and negotiating with service providers and stakeholders to achieve desired outcomes.

What's on offer:
Salary: £38+ph
*may negotiate higher for exceptional candidates, based on experience*


Contract type: 3-6, months minimum, with a high likelihood of extension


Hours: Monday to Friday, 36 hours per week
