I am currently representing Westminster Council, who are offering an initial temporary contract for a period of 3-6 months with a view to be extended or offered a permanent position for the right candidate at a rate which is negotiable dependent upon experience

We are looking for a Housing Construction & Commissioning Contracts Manager this role will be: Hybrid SW1E6QP

The right candidate will:

As part of the Commissioning & Contracts team, your key challenge will be to act as a catalyst and work with our stakeholders to improve contract management with our existing contractors, setting a benchmark for supplier relationship management and ensuring that contractors are held accountable for contract performance. You will also support our housing teams to bring in additional contractor resource, using your market knowledge and incorporating resident feedback and wider council priorities to develop robust specifications and performance metrics for new contracts, that will deliver the outcomes that are important to our community whilst ensuring value for money for all residents.

Your professional qualities will include influence and leading people throughout our various departments, as well as being proactive and accountable for the delivery of your workstreams.

Lead contract performance management in high value/high risk contracts including operational contractor management, utilising contract performance methods and ensuring the agreement and delivery of service improvement plan, providing the technical lead and the budget holder with pragmatic and informed advice throughout.

Used your commercial sector knowledge, expertise and data led insights to provide expert advice on the commissions and contracts you are assigned.

Lead the mobilisation of new contracts once they have been engrossed to ensure they are managed in accordance with council and service standard.

Attend and lead at regular stakeholder meetings, contract management reviews and project boards as required. Ensure effective communication and engagement with stakeholders and partners (including external suppliers).

Assess and manage the risks in our contracts and maintain contract performance registers are up to date, with escalations made to senior managers when appropriate.

We require the following:

  • Experience working within a local authority DESIRABLE.
  • Previous Construction knowledge/experience
  • Experience of commissioning and contracts is essential (ideally in a housing environment), but more important is your ability to successfully deliver at pace, and to engage with key stakeholders throughout.
